He became a Member of the Parliament (Upper House) 1999-2001 and Minister for Education in 1999. He served as an Ambassador to the U.S.A., Canada, Mexico, and Panama (1991-1993). He was one of the first Fulbright Scholars from Nepal (1952-53).</p>
